x GB + FUP means the ISP has a "Fair Use Policy" which allows for additional use outside the "peak hours" but if some user wants to download 150+ GB a month, they will soon find that their data speed will be "managed" down to a level where they can browse and use mail but may find problems with some other types of traffic (and may find that their best option is to switch ISP).
